Biography

Mr. Fletcher has held executive positions in industry and Government, applying his knowledge of technology and tools to business operations. He recently came to DAIS from the Department of Commerce where he oversaw the creation of FirstNet and its efforts to deploy and operate a nationwide public safety broadband network.
Mr. Fletcher has served as the Chief Information Officer (CIO) for both the state of Utah and the U.S. Department of Education. Mr. Fletcher was responsible for transforming Government IT operations to produce lower costs and improved performance. He was able to align IT activity to business objectives and use technology to enable business efficiency. Mr. Fletcher has been a recognized leader in eGovernment, providing tools and applications that help citizens gain access to Government services, while creating a positive user experience. He was recognized as the “Public Official of the Year” by Governing magazine for his eGovernment work at the State of Utah.
Prior to his government work, Mr. Fletcher founded and managed an information technology and communications consulting firm focused on organization transformation through the use of technology and an eGovernment technology company that provided Government service applications, fueling the “online, not in line” service taxonomy, propelling Governments to a more citizen friendly method for obtaining service. He has consulted with many organizations on how to use technology to enable efficient business outcomes. His clients have included; National Library of Medicine, Northwest Industries, GTE, Hewlett Packard, US Senate, AT&T, Federal Crop Insurance Corporation, Marriott Corporation and Naval Sea Systems Command. He has prepared and taught seminars nationally and internationally on the topics of data communications, network design and operation, and managing the technical operation.
Mr. Fletcher received an M.B.A. from the University of Dallas and a B.Sc. Mathematics from the University of Utah.
