Behavioral Public Finance studies the implications of non-standard decision making for the design of public policies. Behavioral Public Finance combines behavioral economics and public economics to
better evaluate real-world policies. It considers factors like social norms, emotions, and fairness concerns that influence consumer behavior. By incorporating these factors, it aims to design more effective public policies that go beyond traditional price-based incentives.

The 2023 Congress would like to highlight these behavioral public finance frameworks in many domains, such as taxation, regulation, and nudges.
