Biography

H.E. Scruggs graduated from Brigham Young University with a bachelor’s degree in political science in 1982. He went on to get his law degree at the J. Reuben Clark Law School at Brigham Young University in 1984.

Mr. Scruggs served as counsel to the United States Senate Judiciary Committee, Sub-Committee on the Constitution until 1985. From 1985 to 1988 he was the chief executive officer of the Public Affairs Advisory Group where he directed the day-to-day operations of a full-service political consulting, fund-raising and advertising firm that managed the campaigns of Senator Jake Garn and Senator Orrin Hatch.

In 1988 he became chief of staff to Governor Norman Bangerter where he was the primary policy, legal and political advisor to the governor. He also managed a large staff and served as the chief spokesperson for the administration.

Mr. Scruggs served on the political science faculty at Brigham Young University from 1991 to 1996. From 1996 to 1998, he was the chairman and chief executive officer of the Leucadia Film Corporation where he was the producer of eleven low-budget, high-quality G and PG-rated movies.

He became chairman of American Investment Bank in 1997 where he served until 2005.

In 2000, he became chairman of Empire Insurance Group, Conwed Plastics and vice president of Leucadia National Corporation. In 2001 he was named president of Leucadia Asset Management Group. He was the senior vice president of WilTel Communications from 2002 to 2005.

Just a few weeks ago he resigned as president of Leucadia Asset Management Group and vice president of Leucadia National Corporation because he has plans to serve a mission for the Church of Jesus Christ of Latter-day Saints. He is still the chairman of Conwed Plastics and the chairman of Empire Insurance Group.
